The comprehensive plan is organized into 3 sections, including the basic concept, basic plan, and the execution plan.
The basic plan will clarify the basic philosophy and the future vision for early 21st Century town development.
The basic plan will also systematically show the details of the policy in regards to implementing the basic concept.
The execution plan will arrange the various projects in order to accomplish the established policies of the basic plan.
The comprehensive plan is arranged to be completed by the year 2012.

Basic Concept: According to the Local Government Act, have a way to manage the comprehensive and systematic administration of the actions passed in congress according to the various areas that they affect.
Basic Plan: Have a way to show the various kinds of policy systems based upon the basic plan.
Execution Plan: Uphold and support the work of the principal enterprises.

The accomplishment goal for the comprehensive plan will be the year 2012.

『Saka no Ue no Kumo』

The novel 『Saka no Ue no Kumo』 is one of author Ryotarou Shiba’s masterpieces, and is the story about how three young people were born and raised in Matsuyama, and follows their lives during the Meiji period.

The pages are pulsating with the enthusiastic spirit of our young forefathers as they looked ahead to the future and climbed the hill.

We understand that this spirit will be valuable guidance as we built our city in the 21st century, and will strive towards building the city filled with the uniqueness of Matsuyama.
